Corporate Licensing System Definition

The Corporate Licensing System project defined the licensing needs for the various divisions in this Western Australian State Government agency. Business processes were defined using Busines Process Management Notation (BPMN) standards, and business requirements were documented using the Universal Modelling Language (UML) standards such as Use Case Models and Use Case Definitions.


Scope

The Corporate Licensing System project scope was to determine the future state business process models, business and systems requirements for the licensing functions across this State Government agency. The business processes were modelled using BPMN as a modelling standard allowing for the integration to a future BPMN compliant workflow or business process management system. The process modelling, analysis and requirements covered the end to end spectrum of licence application and maintenance. Use Case Models and Use Case Definitions were used to define the business requirements of the licensing system.


Challenges

The challenges in the Corporate Licensing System project were:

  • Communicating with a diverse range of stakeholders across Western Australia.
  • Consolidating the business terms to enable one common language across the divisions.
  • Introducing new concepts and processes to the organisation.
  • Challenge the way the existing "as is" process worked in order to enable new options.
  • Managing different Acts, Regulations, and Legislations across multiple jurisdictions.
  • Analysing over 20 existing legacy licensing systems.
  • Analysing the existing system with limited knowledge and documentation within the organisation.
